The Onion wrote this article before Obama (called "black guy" in the article) was elected President. It follows Obama as he campaigns through the country, making speeches about change. They interview people who all complain about his persistent requests for change. The article noted that he popped up in a variety of major cities. He showed erratic behavior like pointing at random people and giving some hugs. At the end of the article it is revealed that all the people thought he was asking for actual monetary change, not socioeconomical change.
The article uses hyperbole by taking white Americans' biased expectations about black people and expanding it to someone running for president. It also used irony by taking the expected socioeconomical meaning of change and switching it with the monetary meaning. The beginning was satirical, even before the reader found out about the meaning switch, because it was written in a stereotypical conservative tone ("I'll keep my guns, money, and freedom, and you can keep the change") which completely dismissed Obama's request for change. The latter half of the article took it further by expanding the meaning of "change". The article seems to be saying that people should be aware of those racial expectations that you have and avoid feeding the fire. The first half also shows that it is dumb to think that change is not needed.
